The source is biased, but still interesting. I'd say it's pretty darn unlikely that such a plan has been approved.

    You should point out the bias every time your quote UDN. Strange that you should do so for Epoch Times.

    That's not fair! I just take it as a given everyone knows the UDN is crap, and I often cite its blue bias. When have I given their reports credibility?

    I just figure people are less familiar with the Epoch Times.
