Ma suggests putting the budget in the top of the priority list (gasp!)

But he'd like the DPP to then allow the CEC bill to pass right afterward in return. We'll see what comes of this.

    I would say do it, because the DPP has agreed in principle to ammend the CEC. Call the KMT's bluff, or make Ma look weak because he can't do anything about the party he claims he can lead.
